Abstract

Society constantly strives to improve the conditions of life, to improve the instruments for its proper functioning. These activities lead to the technical and technological development, which affects the way the public administration and operation of administrative procedures. A manifestation of progress in the field of information technology is the creation of an information society, where information becomes a commodity regarded as particularly valuable intangible property. According to the Polish Constitution “citizen shall have the right to obtain information about the activities of public authorities and of public officials”. It is the manifestation of the implementation of information technology by the state include Public Information Bulletin, which was created for global sharing of information in electronic form. Use the Bulletin of public authorities and other entities that perform public functions provide public information required by Polish law. Public Information Bulletin is a step on the road to a national of a coherent, complete and timely public information. His role in the implementation of the rules on access to public information is significant and undeniable.
