Czy źródłem takim może być sama ustawa, w szczególności ustawa dotycząca dochodów, wydatków, zobowiązań? Problem ten jest istotny w sferze stosunków prawnych zachodzących pomiędzy Skarbem Państwa a samorządem terytorialnym i innymi osobami prawnymi. | pl |
