Rezerwy dewizowe na świecie – analiza i ocena poziomu, dynamiki i struktury w latach 1995-2012

Abstract

Celem opracowania jest analiza i ocena poziomu oraz struktury geograficznej i walutowej rezerw dewizowych na świecie oraz zmian, jakie zaszły w tym obszarze w latach 1995-2012. Dynamiczny przyrost rezerw walutowych w ciągu minionej dekady dalece skoncentrowany w wąskiej grupie gospodarek, aktywów i walut stworzył potencjalną kolejną bańkę spekulacyjną oraz wyjątkowo silną broń finansowo-gospodarczą i polityczną. Ewentualne zmiany zasad strategii zarządzania rezerwami dewizowymi przez ich największych posiadaczy stanowić mogą poważne zagrożenie dla stabilności międzynarodowego systemu walutowego, rynków finansowych, wypłacalności gospodarek, a więc funkcjonowania całej gospodarki światowej.

The purpose of this paper is to analyse and assess the level and geographical and currency structure of foreign exchange reserves in the world and the changes that have occurred in this area in the years 1995-2012. The dynamic growth of foreign exchange reserves over the last decade concentrated on a small group of economies, assets and currencies and created another potential speculative bubble and a particularly powerful financial, economic and political weapon. Possible changes in the rules of foreign exchange reserves management strategy by their largest holders may constitute a serious threat to the stability of international monetary system, financial markets, solvency of economies, and the functioning of the global economy.
