Mniejszość białoruska i jej Kościół u schyłku istnienia II Rzeczypospolitej

Abstract

Artykuł porusza problematykę sytuacji mniejszości białoruskiej na ziemiach polskich w ostatnich latach przed wybuchem II wojny światowej. Autorzy szczególną uwagę poświęcili regulacji prawnej stosunku państwa do Kościoła Prawosławnego, do którego przynależność deklarowało około 90% Białorusinów. Dopiero u schyłku II Rzeczypospolitej udało się w akcie rangi ustawowej ukształtować ramy prawne tych stosunków – na mocy dekretu Prezy-denta z dnia 18 listopada 1938 r. Dekret ściśle podporządkowywał Cerkiew państwu. Władze państwowe uzyskały wpływ na obsadzanie wszystkich stanowisk duchownych – od wyboru metropolity po wybór proboszcza czy nawet psalmisty. Ingerencja państwa sięgała nawet kwestii wykształcenia duchownych. Jednocześnie jednak na mocy dekretu państwo przyjmo-wało na siebie konkretne obowiązki finansowe wobec Cerkwi, polegające przede wszystkim na nakładach na szkolnictwo prawosławne oraz na przekazywaniu dotacji przeznaczonych na wynagrodzenia dla duchownych oraz pracowników instytucji prawosławnych.

The article concerns the issue of the situation of the Belarusian minority on the Polish territories in recent years before the outbreak of World War II. The authors devoted special attention to the legal regulation of relations between the state and the Orthodox Church, to which membership declared about 90% of Belarusians. Only at the end of the Second Republic government managed to shape the legal frames of this relations in the act of a statutory framework – under the President`s Decree of 18 November 1938. This act strictly subordinated the Church to the state. The state obtained the impact on staffing all positions in Orthodox Church – the choice of Metropolitan, pastor or even psalmist. State interference reached even the issue of education of the clergy. However, in this decree the State assumed the financial obligations to the Church, consisting expenditure on Orthodox education and subventions on salaries for the clergy and employees of the Orthodox institutions.
