Partnerstwo Wschodnie na tle innych regionalnych mechanizmów Europejskiej Polityki Sąsiedztwa – wskazania dla polskiej prezydencji

Abstract

Celem niniejszego artykułu było ukazanie osiągnięć Partnerstwa Wschodniego w porównaniu z innymi strukturami regionalnymi związanymi z Europejską Polityką Sąsiedztwa (EPS/ENP) oraz określenie priorytetowych zadań polskiej prezydencji w UE w tej dziedzinie. Aby przedstawić całą gamę sposobów, w jakie Unia prowadzi dialog ze swoimi sąsiadami, autorka opisuje struktury: a) które zostały powołane wyłącznie w ramach EPS – Partnerstwo Wschodnie (PW/EP); b) które działają zarówno w ramach EPS, jak i innych formuł polityki zewnętrznej UE – Synergia Czarnomorska (BSS) oraz Unia dla Śródziemnomorza (UdŚ/UfM); c ) które są związane z polityką sąsiedztwa tylko poprzez środki ENPI – Wymiar Północny (WP/ND). Porównanie najważniejszych cech indywidualnych inicjatyw zostało poprzedzone prezentacją mechanizmów funkcjonowania i finansowania całej EPS. Analiza regionalnych platform współpracy z sąsiadami została skupiona przede wszystkim na identyfikacji: ich uczestników, promotorów i głównych partnerów regionalnych; ustalonych celów i obszarów współpracy; proponowanych rozwiązań instytucjonalnych i środków finansowania. Ponadto, artykuł przedstawia osiągnięcia i perspektywy rozwoju poszczególnych struktur. Podsumowanie zebranych danych miało na celu wyznaczenie obszarów, w których polska prezydencja może rozwijać koncepcję Partnerstwa Wschodniego oraz zagrożeń, których należy unikać.

The aim of this article is to show the achievements of the Eastern Partnership compared to the other regional frameworks related with the European Neighbourhood Policy (ENP) and to identify priority tasks of the Polish presidency of the EU in this field. To present the whole image of the ways in which the Union conducts a dialogue with its neighbours, the author describes the structures: a) which was set up only under the ENP - the Eastern Partnership (EaP), b) which are operating both under the ENP rules and other EU external policy instruments, such as: the Black Sea Synergy (BSS) and the Union for the Mediterranean (UfM), c) which are associated with ENP only by funds from the ENPI - Northern Dimension (ND). The comparison of the most important attributes of individual initiatives has been preceded by the presentation of functioning and financing mechanisms of the ENP. The analysis of the regional platforms for collaboration with neighbours was focus primarily on identifying their participants, supporters and major regional partners, established goals and areas of cooperation, proposed institutional arrangements and means of financing. In addition the article presents the achievements and the perspectives of development of the particular structures. Recapitulation of the collected data has appoint areas in which the Polish presidency could developed the concept of the Eastern Partnership and the risks which should be avoided.
